Two disturbing developments have occurred in the last couple of days that have gone relatively unnoticed compared to the recent IRS, AP, and Benghazi scandals.
First, the senate is debating an expansion of the already broad powers of the 2001 Authorization to Use Military Force (AUMF) so the U.S. can essentially engage any area in the world in the war on terror, including America. Which brings us to the second development: the Pentagon has recently granted itself police powers on American soil.
Assistant Secretary of Defense Michael Sheehan told Congress yesterday that the AUMF authorized the US military to operate on a worldwide battlefield from Boston to Pakistan. Sheehan emphasized that the Administration is authorized to put boots on the ground wherever the enemy chooses to base themselves, essentially ignoring the declaration of war clause in the US Constitution.
Senator Angus King said this interpretation of the AUMF is a "nullity" to the Constitution because it ignores Congress' role to declare war. King called it the "most astoundingly disturbing hearing" he's been to in the Senate.
Glenn Greenwald wrote an excellent piece describing how this hearing reveals the not-so-secret plan to make the war on terror a permanent fixture in Western society.
Greenwald writes:
It is hard to resist the conclusion that this war has no purpose other than its own eternal perpetuation. This war is not a means to any end but rather is the end in itself. Not only is it the end itself, but it is also its own fuel: it is precisely this endless war - justified in the name of stopping the threat of terrorism - that is the single greatest cause of that threat.
A self-perpetuating permanent war against a shadowy undefinable enemy appears to be the future of American foreign policy. How convenient for the war machine and tyrants who claim surveillance is safety.
But perhaps most disturbing of all of this is the military's authority to police American streets as if it was in civil war. For all those still in denial that America is a militarized police state, this should be the ultimate cure to your delusion.

By making a few subtle changes to a regulation in the U.S. Code titled “Defense Support of Civilian Law Enforcement Agencies” the military has quietly granted itself the ability to police the streets without obtaining prior local or state consent, upending a precedent that has been in place for more than two centuries.
The most objectionable aspect of the regulatory change is the inclusion of vague language that permits military intervention in the event of “civil disturbances.” According to the rule: “Federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances.”
A law from 1878 called the Posse Comitatus Act was put in place to prevent the Department of Defense from interfering with local law enforcement. But now, the DoD claims they've had this authority for over 100 years.
"The authorization has been around over 100 years; it’s not a new authority. It’s been there but it hasn’t been exercised. This is a carryover of domestic policy," said an unnamed defense official who also emphasized that all soldiers take an oath to defend the Constitution against all enemies "foreign and domestic" indicating that citizens are a threat to the Constitution.

Dr. Wood has conducted a comprehensive forensic investigation of what physically happened to the World Trade Center site on 9/11. And, based on her analysis of the evidence she gathered, in 2007, she filed a federal Qui Tam case for science fraud against the contractors who contributed to the official National Institute of Standards and Technology (NIST) report about the destruction of the World Trade Center towers. This case was filed in the US Supreme Court in Dec 2009. To this day, Dr. Wood's investigation and body of evidence as compiled in her book is the only comprehensive forensic investigation in the public domain. Guatemala: Why We Cannot Turn Away
GUATEMALA CITY -- When the trial of Guatemalan General and former de facto head of state José Efraín Ríos Montt and his then chief of intelligence José Mauricio Rodriguez Sanchez began on March 19, 2013............
Ríos Montt was trained at the U.S. Army’s School of The Americas; the Guatemalan government and Army received funding, military training, weapons, and essential equipment such as helicopters directly from the U.S. (and through our allies: Israel and Taiwan, among others). President Ronald Reagan was a staunch ally of Ríos Montt, even as other lawmakers in Congress and the Senate raised concerns about reports of human rights abuses against indigenous populations. In arguing for more military aid for Guatemala, Reagan once famously said at a 1982 press conference in Honduras that the General had received “a bum rap” on human rights.
The question of who is responsible for atrocities that occurred during the Guatemalan civil war is not just a question for Guatemalans.
But the most challenging part of our reporting trip came when we traveled to the Ixil area, to interview Mayan survivors, including a woman who appeared in the tribunal as one of the appoximately 100 “querellantes,” or criminal witnesses for the prosecution.
We followed one of these war survivors to her home in San Juan Cotzal. Doña Juana Sanchez Toma offered us coffee grown in a nearby field, cooked over a fire in her dirt-floor hut. Her cat curled up nearby, and a war widow named Doña Inez crushed coffee cherries on a stone metate just outside.
Miles asked Doña Juana if she had any photographs of her family that we might be able to film, to help tell the story. She stepped away, and returned with a weathered, faded print: a smiling teenage girl, and an older woman with a sad, empty expression. The girl was a war orphan their family took in; the older woman was Doña Juana’s mother, who was captured and raped not long after her daughter suffered the same.
“They tied her arms and legs and carried her like a dog, when they kidnapped her from our home,” Doña Juana told us, weeping again. “They held her in the church, and the soldiers, all of them, they raped her for two weeks.”
The photograph was taken after. She soon died, Doña Juana told us, after suffering incalculable physical and psychological trauma.

Guatemala, with 10 million people, is the most populous country in Central America. It is run by an oligarchy of wealthy landowners and big business interests that reap the country's agricultural and commercial rewards at the expense of the rest of the population. The country has been headed by military dictators and figurehead-presidents. Ultimate control belongs to the Army.
Guatemala is a country without social or economic justice, especially for the 6 million indigenous Mayan Indians who make up the majority of the population. There is a marked disparity in income distribution, and poverty is pervasive. On coffee plantations, peasants, descendants of the ancient Maya, live in concentration camp-like conditions, as de facto slaves. 40% of the indigenous people have no access to health care, and 60% have no access to safe drinking water. Education in rural areas is non-existent, with the result that 50% of the people are illiterate. Half of the country's children suffer from malnutrition. Every day in Guatemala, a country in which everything grows, people go hungry.
The real power in Guatemala is in the hands of the Army, and that power has been used to violently control the people, resulting in the worst human rights record in the hemisphere. During more than 30 years of civil war, over 150,000 Guatemalans have been killed or disappeared, tens-of-thousands have been forced to flee to Mexico, 1 million have been displaced inside the country, and more than 440 Indian villages have been destroyed. 75,000 widows and 250,000 orphans have been produced out of the carnage. And, for more than four decades, the United States government has consistently supported the Guatemalan Army and the ruling class in their policies of repression.

This clip from the movie "Hearts and Minds" (directed by Peter Davis) has been criticized for juxtaposing General Westmoreland's comments such as, "the Oriental doesn't put the same high price on life as the Westerner," with a scene of a Vietnamese funeral. The juxtaposition has been called "cheap" and "manipulative" and critics have said that it does nothing but make viewers dislike Westmoreland. However, Peter Davis has argued that in no context would these words be acceptable or accurate and that Westmoreland in fact made this statement three times. Davis allows Westmoreland's own words destroy his credibility and compels viewers to question Washington's justification for the Vietnam War.

Why Are American Indian Soldiers Serving in Iraq?

As the United States celebrates its annual Independence Day, I strongly urge all of our nations to hold critical and independent discussions on why we are committing our young people to serve the U.S. military in its occupation of Iraq.

The recent reporting (including revelations of a cover-up) of the murders, executions and massacres of innocent Iraqi citizens by U.S. troops prompts me to ask, ''Why are indigenous (American Indian) soldiers serving in Iraq?'' I wonder why our tribal communities have not had critical debates on the immorality of this war, on the lies of the present Bush administration that got us into this war and on the spiritual, economic, social and psychological costs that our people and the Iraqi people will pay for this war. It is clear from the history of many of our tribes that our people understood the grave costs of war and so took this act very seriously.

The US Military has turned itself into the greatest tool of the US Weapons Industry, the largest and most lucrative business enterprise in the world.For this deadly business to remain successful, there must be struggles and wars continuously waged for the rest of this century. Its hand-picked politicians in the US government, while they speak of peace they promote war, while they speak of love and respect they promote hatred and disrespect, and while they advocate family unity and stress the sanctity of marriage, they do anything to disintegrate this unity and tarnish this sanctity of marriage both in this nation and overseas through threats, deliberate inflicted pain and death.
Saying One thing and Doing Another
Moreover, these political tools of the US Weapons Industry, while they speak of the sanctity of life before birth, they literally reveal no respect for life at all after birth, while they speak of the rights Americans have for a good health care system and good education for all Americans, they take money away from these two vital elements to pass them to the manufacture and sales of more and more weapons, while they profess faith in the God of love and mercy that Jesus preahced in the New Testament, they follow the inspiration of the God of hatred and revenge -- the eye for an eye and tooth for a tooth -- that Jesus condemned in the Old Testament.
In addition, our US political key figures, while they speak of the importance of democracy, they promote dictatorship within their own territory, while they speak of being open with the American people, they implement their destructive war agenda in a secretive way, while they speak of the importance for all nations to be free they restrict the freedom of Americans to move around freely through numerous prohibitions including traveling into a number of ocuntries that includes Cuba, while they pride themselves into having a voluntary military, which is good, they seem now to be contemplating to institute the draft so that they could further the cause of more struggles and wars, while they present the United States as an agent of democracy, freedom, love and concern, they are making this American nation to look more as an agent of tightened control by the few over the many that is characterized by servitude, hatred and disregard.
Is it possible that Nelson Mandela, along with several other statesman that shared his feelings, was right when in early 2003 he said that "at this stage of history the United States has emerged to be the most dangerous country in the world?" This sad and dangerous trend could be reversed if the American people where to know about what is happening in their own nation. But this would be a miracle equivalent to the rasing of Lazarus from the dead since all the news media and even the schools at all levels of education have fallen a prey of the US military and the US weapons industry.
Our daily prayer for many years still to come should be simply: "God have mercy on America and deliver all countries from the tyranny and domination of any other nation." Let's listen here below to what Dr. Teresa Whitehurst, an outstanding concerned educator had to say in this regard.

What the classroom didn’t teach me about the American Empire

With an occupying army waging war in Iraq and Afghanistan, with military bases and corporate bullying in every part of the world, there is hardly a question any more of the existence of an American Empire. Indeed, the once fervent denials have turned into a boastful, unashamed embrace of the idea.
However, the very idea that the United States was an empire did not occur to me until after I finished my work as a bombardier with the Eighth Air Force in the Second World War, and came home. Even as I began to have second thoughts about the purity of the “Good War,” even after being horrified by Hiroshima and Nagasaki, even after rethinking my own bombing of towns in Europe, I still did not put all that together in the context of an American “Empire.”
I was conscious, like everyone, of the British Empire and the other imperial powers of Europe, but the United States was not seen in the same way. When, after the war, I went to college under the G.I. Bill of Rights and took courses in U.S. history, I usually found a chapter in the history texts called “The Age of Imperialism.” It invariably referred to the Spanish-American War of 1898 and the conquest of the Philippines that followed. It seemed that American imperialism lasted only a relatively few years. There was no overarching view of U.S. expansion that might lead to the idea of a more far-ranging empire — or period of “imperialism.”
I recall the classroom map (labeled “Western Expansion”) which presented the march across the continent as a natural, almost biological phenomenon. That huge acquisition of land called “The Louisiana Purchase” hinted at nothing but vacant land acquired. There was no sense that this territory had been occupied by hundreds of Indian tribes which would have to be annihilated or forced from their homes — what we now call “ethnic cleansing” — so that whites could settle the land, and later railroads could crisscross it, presaging “civilization” and its brutal discontents.
Neither the discussions of “Jacksonian democracy” in history courses, nor the popular book by Arthur Schlesinger Jr., The Age of Jackson, told me about the “Trail of Tears,” the deadly forced march of “the five civilized tribes” westward from Georgia and Alabama across the Mississippi, leaving 4,000 dead in their wake. No treatment of the Civil War mentioned the Sand Creek massacre of hundreds of Indian villagers in Colorado just as “emancipation” was proclaimed for black people by Lincoln’s administration.

The blowing up of the battleship USS Maine in Havana harbor on the evening of 15 February was a critical event on the road to that war... If anyone believes that the Oklahoma City bombing was NOT a government job, I challenge you to watch a downloadable video 911: The Road to Tyranny. Imperialism 101
Imperialism has been the most powerful force in world history over the last four or five centuries, carving up whole continents while oppressing indigenous peoples and obliterating entire civilizations. Yet, it is seldom accorded any serious attention by our academics, media commentators, and political leaders. When not ignored outright, the subject of imperialism has been sanitized, so that empires become “commonwealths,” and colonies become “territories” or “dominions” (or, as in the case of Puerto Rico, “commonwealths” too). Imperialist military interventions become matters of “national defense,” “national security,” and maintaining “stability” in one or another region. In this book I want to look at imperialism for what it really is.
Across the Entire Globe
By "imperialism" I mean the process whereby the dominant politico-economic interests of one nation expropriate for their own enrichment the land, labor, raw materials, and markets of another people.
The earliest victims of Western European imperialism were other Europeans. Some 800 years ago, Ireland became the first colony of what later became known as the British empire. A part of Ireland still remains under British occupation. Other early Caucasian victims included the Eastern Europeans. The people Charlemagne worked to death in his mines in the early part of the ninth century were Slavs. So frequent and prolonged was the enslavement of Eastern Europeans that "Slav" became synonymous with servitude. Indeed, the word "slave" derives from "Slav." Eastern Europe was an early source of capital accumulation, having become wholly dependent upon Western manufactures by the seventeenth century.
A particularly pernicious example of intra-European imperialism was the Nazi aggression during World War II, which gave the German business cartels and the Nazi state an opportunity to plunder the resources and exploit the labor of occupied Europe, including the slave labor of concentration camps.
The preponderant thrust of the European, North American, and Japanese imperial powers has been directed against Africa, Asia, and Latin America. By the nineteenth century, they saw the Third World as not only a source of raw materials and slaves but a market for manufactured goods. By the twentieth century, the industrial nations were exporting not only goods but capital, in the form of machinery, technology, investments, and loans. To say that we have entered the stage of capital export and investment is not to imply that the plunder of natural resources has ceased. If anything, the despoliation has accelerated.
Of the various notions about imperialism circulating today in the United States, the dominant view is that it does not exist. Imperialism is not recognized as a legitimate concept, certainly not in regard to the United States. One may speak of "Soviet imperialism" or "nineteenth-century British imperialism" but not of U.S. imperialism. A graduate student in political science at most universities in this country would not be granted the opportunity to research U.S. imperialism, on the grounds that such an undertaking would not be scholarly. While many people throughout the world charge the United States with being an imperialist power, in this country persons who talk of U.S. imperialism are usually judged to be mouthing ideological blather.
A central imperative of capitalism is expansion. Investors will not put their money into business ventures unless they can extract more than they invest. Increased earnings come only with a growth in the enterprise. The capitalist ceaselessly searches for ways of making more money in order to make still more money. One must always invest to realize profits, gathering as much strength as possible in the face of competing forces and unpredictable markets.
Given its expansionist nature, capitalism has little inclination to stay home. Almost 150 years ago, Marx and Engels described a bourgeoisie that "chases over the whole surface of the globe. It must nestle everywhere, settle everywhere, establish connections everywhere. . . . It creates a world after its own image." The expansionists destroy whole societies. Self-sufficient peoples are forcibly transformed into disfranchised wage workers. Indigenous communities and folk cultures are replaced by mass-market, mass-media, consumer societies. Cooperative lands are supplanted by agribusiness factory farms, villages by desolate shanty towns, autonomous regions by centralized autocracies.
Consider one of a thousand such instances. A few years ago the Los Angeles Times carried a special report on the rainforests of Borneo in the South Pacific. By their own testimony, the people there lived contented lives. They hunted, fished, and raised food in their jungle orchards and groves. But their entire way of life was ruthlessly wiped out by a few giant companies that destroyed the rainforest in order to harvest the hardwood for quick profits. Their lands were turned into ecological disaster areas and they themselves were transformed into disfranchised shantytown dwellers, forced to work for subsistence wages—when fortunate enough to find employment.
North American and European corporations have acquired control of more than three-fourths of the known mineral resources of Asia, Africa, and Latin America. But the pursuit of natural resources is not the only reason for capitalist overseas expansion. There is the additional need to cut production costs and maximize profits by investing in countries with cheaper labor markets. U.S. corporate foreign investment grew 84 percent from 1985 to 1990, the most dramatic increase being in cheap-labor countries like South Korea, Taiwan, Spain, and Singapore.
Because of low wages, low taxes, nonexistent work benefits, weak labor unions, and nonexistent occupational and environmental protections, U.S. corporate profit rates in the Third World are 50 percent greater than in developed countries. Citibank, one of the largest U.S. firms, earns about 75 percent of its profits from overseas operations. While profit margins at home sometimes have had a sluggish growth, earnings abroad have continued to rise dramatically, fostering the development of what has become known as the multinational or transnational corporation. Today some four hundred transnational companies control about 80 percent of the capital assets of the global free market and are extending their grasp into the ex-communist countries of Eastern Europe.
Transnationals have developed a global production line. General Motors has factories that produce cars, trucks and a wide range of auto components in Canada, Brazil, Venezuela, Spain, Belgium, Yugoslavia, Nigeria, Singapore, Philippines, South Africa, South Korea and a dozen other countries. Such "multiple sourcing" enables GM to ride out strikes in one country by stepping up production in another, playing workers of various nations against each other in order to discourage wage and benefit demands and undermine labor union strategies.

The earliest victims of Western European imperialism were other Europeans. Some 800 years ago, Ireland became the first colony of what later became known as the British empire. A part of Ireland still remains under British occupation. Other early Caucasian victims included the Eastern Europeans. The people Charlemagne worked to death in his mines in the early part of the ninth century were Slavs. So frequent and prolonged was the enslavement of Eastern Europeans that "Slav" became synonymous with servitude. Indeed, the word "slave" derives from "Slav." Eastern Europe was an early source of capital accumulation, having become wholly dependent upon Western manufactures by the seventeenth century.
A particularly pernicious example of intra-European imperialism was the Nazi aggression during World War II, which gave the German business cartels and the Nazi state an opportunity to plunder the resources and exploit the labor of occupied Europe, including the slave labor of concentration camps.
The preponderant thrust of the European, North American, and Japanese imperial powers has been directed against Africa, Asia, and Latin America. By the nineteenth century, they saw the Third World as not only a source of raw materials and slaves but a market for manufactured goods. By the twentieth century, the industrial nations were exporting not only goods but capital, in the form of machinery, technology, investments, and loans. To say that we have entered the stage of capital export and investment is not to imply that the plunder of natural resources has ceased. If anything, the despoliation has accelerated.
Of the various notions about imperialism circulating today in the United States, the dominant view is that it does not exist. Imperialism is not recognized as a legitimate concept, certainly not in regard to the United States. One may speak of "Soviet imperialism" or "nineteenth-century British imperialism" but not of U.S. imperialism. A graduate student in political science at most universities in this country would not be granted the opportunity to research U.S. imperialism, on the grounds that such an undertaking would not be scholarly. While many people throughout the world charge the United States with being an imperialist power, in this country persons who talk of U.S. imperialism are usually judged to be mouthing ideological blather.
A central imperative of capitalism is expansion. Investors will not put their money into business ventures unless they can extract more than they invest. Increased earnings come only with a growth in the enterprise. The capitalist ceaselessly searches for ways of making more money in order to make still more money. One must always invest to realize profits, gathering as much strength as possible in the face of competing forces and unpredictable markets.
Given its expansionist nature, capitalism has little inclination to stay home. Almost 150 years ago, Marx and Engels described a bourgeoisie that "chases over the whole surface of the globe. It must nestle everywhere, settle everywhere, establish connections everywhere. . . . It creates a world after its own image." The expansionists destroy whole societies. Self-sufficient peoples are forcibly transformed into disfranchised wage workers. Indigenous communities and folk cultures are replaced by mass-market, mass-media, consumer societies. Cooperative lands are supplanted by agribusiness factory farms, villages by desolate shanty towns, autonomous regions by centralized autocracies.
Consider one of a thousand such instances. A few years ago the Los Angeles Times carried a special report on the rainforests of Borneo in the South Pacific. By their own testimony, the people there lived contented lives. They hunted, fished, and raised food in their jungle orchards and groves. But their entire way of life was ruthlessly wiped out by a few giant companies that destroyed the rainforest in order to harvest the hardwood for quick profits. Their lands were turned into ecological disaster areas and they themselves were transformed into disfranchised shantytown dwellers, forced to work for subsistence wages—when fortunate enough to find employment.
North American and European corporations have acquired control of more than three-fourths of the known mineral resources of Asia, Africa, and Latin America. But the pursuit of natural resources is not the only reason for capitalist overseas expansion. There is the additional need to cut production costs and maximize profits by investing in countries with cheaper labor markets. U.S. corporate foreign investment grew 84 percent from 1985 to 1990, the most dramatic increase being in cheap-labor countries like South Korea, Taiwan, Spain, and Singapore.
Because of low wages, low taxes, nonexistent work benefits, weak labor unions, and nonexistent occupational and environmental protections, U.S. corporate profit rates in the Third World are 50 percent greater than in developed countries. Citibank, one of the largest U.S. firms, earns about 75 percent of its profits from overseas operations. While profit margins at home sometimes have had a sluggish growth, earnings abroad have continued to rise dramatically, fostering the development of what has become known as the multinational or transnational corporation. Today some four hundred transnational companies control about 80 percent of the capital assets of the global free market and are extending their grasp into the ex-communist countries of Eastern Europe.
Transnationals have developed a global production line. General Motors has factories that produce cars, trucks and a wide range of auto components in Canada, Brazil, Venezuela, Spain, Belgium, Yugoslavia, Nigeria, Singapore, Philippines, South Africa, South Korea and a dozen other countries. Such "multiple sourcing" enables GM to ride out strikes in one country by stepping up production in another, playing workers of various nations against each other in order to discourage wage and benefit demands and undermine labor union strategies.

Two thirds of these 600 were women and children as the government granted able bodied men to go east and hunt buffalo to feed their hungry families. Only 35 braves were in the camp. This made the ensuing charge all the more frightening for the women, children, elders, and remaining braves.
So great was the fear of the coming charge that men, women, and children ran from their lodges into the biting cold taking no time to fully dress. The partially dressed Indians began to gather under a huge American flag above Black Kettles lodge (Black Kettle was given the huge American flag and peace medals by Abraham Lincoln and Colonel A. B. Greenwood in Washington only a year earlier and was told that as long as the American flag was above them, no one would be harmed). The braves present surrounded the women and children gathered under the flag. At 8:00 am more than 700 cavalry men under the command of Colonel John M. Chivington and Major Scott J. Anthony, rode in and fired on the huddled Indians from two directions. After the initial charge the US soldiers dismounted and continued the indiscriminate killing of men, women, and children. During the killing unspeakable atrocities and mutilations were committed by the soldiers. Accounts from two white men, John S. Smith and Lieutenant James Connor, described the acts of dehumanization."
According to John S. Smith, Colonel Chivington knew these Indians to be peaceful before the massacre. Smith witnessed, as did helpless Indian mothers and fathers, young children having their sex organs cut away. U.S. soldiers mutilated Native American women, cutting away their breasts and removing all other sex organs. After the Massacre, soldiers displayed the women's severed body parts on their hats and stretched them over their saddle-bows while riding in the ranks. The sex organs of every male were removed in the most grotesque manner. One soldier boasted that he would make a tobacco pouch with the removed privates of White Antelope, a respected elder. Conner witnessed a soldier displaying the body parts of a woman on a stick. The fingers of Indians were cut off to get at the rings on them. Connor remembered a baby only a few months old who had been hidden in the feed box of a wagon for protection. When the soldiers discovered the baby some time later, the baby was thrown onto the frozen ground to die. In going over the site the next day, it was noted that every corpse was mutilated in some way, and scalped.
Two other men, Robert Bent and James Beckwourth were forced to ride with Chivington that morning. They recorded similar images. Beckwourth noted that before the massacre, White Antelope (age 75) ran out to meet the soldiers. He came running out to meet the command, holding up his hands and saying Stop! Stop! The following timeline describes just a few of the hundreds of atrocities and crimes committed by the CIA. (1)
CIA operations follow the same recurring script. First, American business interests abroad are threatened by a popular or democratically elected leader. The people support their leader because he intends to conduct land reform, strengthen unions, redistribute wealth, nationalize foreign-owned industry, and regulate business to protect workers, consumers and the environment. So, on behalf of American business, and often with their help, the CIA mobilizes the opposition. First it identifies right-wing groups within the country (usually the military), and offers them a deal: "We'll put you in power if you maintain a favorable business climate for us." The Agency then hires, trains and works with them to overthrow the existing government (usually a democracy). It uses every trick in the book: propaganda, stuffed ballot boxes, purchased elections, extortion, blackmail, sexual intrigue, false stories about opponents in the local media, infiltration and disruption of opposing political parties, kidnapping, beating, torture, intimidation, economic sabotage, death squads and even assassination. These efforts culminate in a military coup, which installs a right-wing dictator. The CIA trains the dictator’s security apparatus to crack down on the traditional enemies of big business, using interrogation, torture and murder. The victims are said to be "communists," but almost always they are just peasants, liberals, moderates, labor union leaders, political opponents and advocates of free speech and democracy. Widespread human rights abuses follow.
This scenario has been repeated so many times that the CIA actually teaches it in a special school, the notorious "School of the Americas." (It opened in Panama but later moved to Fort Benning, Georgia.) Critics have nicknamed it the "School of the Dictators" and "School of the Assassins." Here, the CIA trains Latin American military officers how to conduct coups, including the use of interrogation, torture and murder.
The Association for Responsible Dissent estimates that by 1987, 6 million people had died as a result of CIA covert operations. (2) Former State Department official William Blum correctly calls this an "American Holocaust."
The CIA justifies these actions as part of its war against communism. But most coups do not involve a communist threat. Unlucky nations are targeted for a wide variety of reasons: not only threats to American business interests abroad, but also liberal or even moderate social reforms, political instability, the unwillingness of a leader to carry out Washington’s dictates, and declarations of neutrality in the Cold War. Indeed, nothing has infuriated CIA Directors quite like a nation’s desire to stay out of the Cold War.
The ironic thing about all this intervention is that it frequently fails to achieve American objectives. Often the newly installed dictator grows comfortable with the security apparatus the CIA has built for him. He becomes an expert at running a police state. And because the dictator knows he cannot be overthrown, he becomes independent and defiant of Washington's will. The CIA then finds it cannot overthrow him, because the police and military are under the dictator's control, afraid to cooperate with American spies for fear of torture and execution. The only two options for the U.S at this point are impotence or war. Examples of this "boomerang effect" include the Shah of Iran, General Noriega and Saddam Hussein. The boomerang effect also explains why the CIA has proven highly successful at overthrowing democracies, but a wretched failure at overthrowing dictatorships.
The following timeline should confirm that the CIA as we know it should be abolished and replaced by a true information-gathering and analysis organization. The CIA cannot be reformed — it is institutionally and culturally corrupt.

The massacre shocked the U.S. public; many newspaper editors noted that it was the worst disaster suffered by the U.S. Army since Custer's last stand at Little Big Horn. An infuriated Maj. Gen. Adna R. Chaffee, military governor for the “unpacified” areas of the Philippines, assured the press that "the situation calls for shot, shells and bayonets as the natives are not to be trusted." He advised newspaper correspondent Joseph Ohl, "If you should hear of a few Filipinos more or less being put away don't grow too sentimental over it."
Chaffee informed his officers that it was his intention "to give the Filipinos 'bayonet rule' for years to come." President Theodore Roosevelt ordered Chaffee to adopt "in no unmistakable terms," the "most stern measures to pacify Samar."

After the massacre at Balangiga, General Smith issued his infamous Circular No. 6, which stated his plans for crushing all resistance on the island of Samar.
He ordered his command thus:
"I want no prisoners" and "I wish you to kill and burn; and the more you burn and kill, the better it will please me."
Brig. Gen. Jacob H. Smith's infamous order "KILL EVERYONE OVER TEN" was the caption in the New York Journal cartoon on May 5, 1902. The Old Glory draped an American shield on which a vulture replaced the bald eagle. The bottom caption exclaimed, "Criminals Because They Were Born Ten Years Before We Took the Philippines." The Philippine occupation was the first war, historian Gail Buckley has pointed out, in which “American officers and troops were officially charged with what we would now call war crimes.” In 44 military trials, all of which ended in convictions, including that of General Jacob Smith, “sentences, almost invariably, were light.” The Baltimore American had to admit the U.S. occupation “aped” Spain's cruelty and committed crimes “we went to war to banish.”
Then he tasked his men to reduce Samar into a "howling wilderness," to kill anyone 10 years old and above capable of bearing arms.
He stressed that, "Every native will henceforth be treated as an enemy until he has conclusively shown that he is a friend." His policy would be "to wage war in the sharpest and most decisive manner," and that "a course would be pursued that would create a burning desire for peace." [On Dec. 29, 1890, as a cavalryman, Smith was present at Wounded Knee, South Dakota, an incident ---also referred to as a massacre---that left about 300 Sioux men, women and children, and 29 Army soldiers dead.]
An American river expedition in Samar
In Samar, he gave his subordinates carte blanche authority in the application of Abraham Lincoln’s 1863 General Order 100. This order, in brief, authorized the shooting on sight of all persons not in uniform acting as soldiers and those committing, or seeking to commit, sabotage.
The exact number of civilians massacred by US troops will never be known, but exhaustive research made by a sympathetic British writer in the 1990s put the figure at about 2,500; Filipino historians believe it was around 50,000.
General Smith and Major Waller (RIGHT) underwent separate courts-martial for their roles in the suppressive campaign of Nov 1901- Jan 1902. Although he received the "Kill all over ten" order from Gen. Smith, Waller countermanded it and told his men not to obey it.
However, he was specifically tried for murder in the summary execution of 11 Filipino porters. After a long march, Marine Lt. A.S. Wlliams accused the porters of mutinuous behavior, hiding food and supplies and keeping themselves nourished from the jungle while the Marines starved. Waller ordered the execution of the porters. Ten were shot in groups of three, while one was gunned down in the water attempting to escape. The bodies were left in the square of Lanang (now Llorente), as an example, until one evening, under cover of darkness, some townspeople carried them off for a Christian burial.

Outcry in America over the brutal nature of the Samar campaign cost Waller his chance at the Commandancy of the US Marine Corps. Liberal newspapers took to addressing him as "The Butcher Of Samar".
"It was on the 27th day of December 1901, the anniversary of my birth, and I shall never forget the scenes I witnessed on that day. As we approached the town the word passed along the line that there would be no prisoners taken. It meant that we were to shoot every living thing in sight—man, woman, and child. The first shot was fired by the then first sergeant of our company. His target was a mere boy, who was coming down the mountain path into the town astride of a caribou. The boy was not struck by the bullet, but that was not the sergeant's fault. The little Filipino boy slid from the back of his caribou and fled in terror up the mountain side. Half a dozen shots were fired after him. The shooting now had attracted the villagers, who came out of their homes in alarm, wondering what it all meant. They offered no offense, did not display a weapon, made no hostile movement whatsoever, but they were ruthlessly shot down in cold blood—men, women, and children. The poor natives huddled together or fled in terror. Many were pursued and killed on the spot.
"Two old men, bearing between them a white flag and clasping hands like two brothers, approached the lines. Their hair was white. They fairly tottered, they were so feeble under the weight of years. To my horror and that of the other men in the command, the order was given to fire, and the two old men were shot down in their tracks. We entered the village. A man who had been on a sick-bed appeared at the doorway of his home. He received a bullet in the abdomen and fell dead in the doorway. Dum-dum bullets were used in that massacre, but we were not told the name of the bullets. We didn't have to be told. We knew what they were.
"In another part of the village a mother with a babe at her breast and two young children at her side pleaded for mercy. She feared to leave her home, which had just been fired—accidentally, I believe. She faced the flames with her children, and not a hand was raised to save her or the little ones. They perished miserably. It was sure death if she left the house—it was sure death if she remained. She feared the American soldiers, however, worse than the devouring flames."

Brig. Gen. Jacob H. Smith's infamous order "KILL EVERYONE OVER TEN" was the caption in the New York Journal cartoon on May 5, 1902. The Old Glory draped an American shield on which a vulture replaced the bald eagle. The bottom caption exclaimed, "Criminals Because They Were Born Ten Years Before We Took the Philippines." The Philippine occupation was the first war, historian Gail Buckley has pointed out, in which “American officers and troops were officially charged with what we would now call war crimes.” In 44 military trials, all of which ended in convictions, including that of General Jacob Smith, “sentences, almost invariably, were light.” The Baltimore American had to admit the U.S. occupation “aped” Spain's cruelty and committed crimes “we went to war to banish.”
Then he tasked his men to reduce Samar into a "howling wilderness," to kill anyone 10 years old and above capable of bearing arms.
He stressed that, "Every native will henceforth be treated as an enemy until he has conclusively shown that he is a friend." His policy would be "to wage war in the sharpest and most decisive manner," and that "a course would be pursued that would create a burning desire for peace." [On Dec. 29, 1890, as a cavalryman, Smith was present at Wounded Knee, South Dakota, an incident ---also referred to as a massacre---that left about 300 Sioux men, women and children, and 29 Army soldiers dead.]
An American river expedition in Samar
In Samar, he gave his subordinates carte blanche authority in the application of Abraham Lincoln’s 1863 General Order 100. This order, in brief, authorized the shooting on sight of all persons not in uniform acting as soldiers and those committing, or seeking to commit, sabotage.
The exact number of civilians massacred by US troops will never be known, but exhaustive research made by a sympathetic British writer in the 1990s put the figure at about 2,500; Filipino historians believe it was around 50,000.
General Smith and Major Waller (RIGHT) underwent separate courts-martial for their roles in the suppressive campaign of Nov 1901- Jan 1902. Although he received the "Kill all over ten" order from Gen. Smith, Waller countermanded it and told his men not to obey it.
However, he was specifically tried for murder in the summary execution of 11 Filipino porters. After a long march, Marine Lt. A.S. Wlliams accused the porters of mutinuous behavior, hiding food and supplies and keeping themselves nourished from the jungle while the Marines starved. Waller ordered the execution of the porters. Ten were shot in groups of three, while one was gunned down in the water attempting to escape. The bodies were left in the square of Lanang (now Llorente), as an example, until one evening, under cover of darkness, some townspeople carried them off for a Christian burial.

Outcry in America over the brutal nature of the Samar campaign cost Waller his chance at the Commandancy of the US Marine Corps. Liberal newspapers took to addressing him as "The Butcher Of Samar".
"It was on the 27th day of December 1901, the anniversary of my birth, and I shall never forget the scenes I witnessed on that day. As we approached the town the word passed along the line that there would be no prisoners taken. It meant that we were to shoot every living thing in sight—man, woman, and child. The first shot was fired by the then first sergeant of our company. His target was a mere boy, who was coming down the mountain path into the town astride of a caribou. The boy was not struck by the bullet, but that was not the sergeant's fault. The little Filipino boy slid from the back of his caribou and fled in terror up the mountain side. Half a dozen shots were fired after him. The shooting now had attracted the villagers, who came out of their homes in alarm, wondering what it all meant. They offered no offense, did not display a weapon, made no hostile movement whatsoever, but they were ruthlessly shot down in cold blood—men, women, and children. The poor natives huddled together or fled in terror. Many were pursued and killed on the spot.
"Two old men, bearing between them a white flag and clasping hands like two brothers, approached the lines. Their hair was white. They fairly tottered, they were so feeble under the weight of years. To my horror and that of the other men in the command, the order was given to fire, and the two old men were shot down in their tracks. We entered the village. A man who had been on a sick-bed appeared at the doorway of his home. He received a bullet in the abdomen and fell dead in the doorway. Dum-dum bullets were used in that massacre, but we were not told the name of the bullets. We didn't have to be told. We knew what they were.
"In another part of the village a mother with a babe at her breast and two young children at her side pleaded for mercy. She feared to leave her home, which had just been fired—accidentally, I believe. She faced the flames with her children, and not a hand was raised to save her or the little ones. They perished miserably. It was sure death if she left the house—it was sure death if she remained. She feared the American soldiers, however, worse than the devouring flames."

More interested in making money that supporting their respective national interests, the film suggests that the arms companies manipulate events to extend the duration of any given war. THE PEARL HARBOR DECEPTION
The Bombing of Pearl Harbor
On 7 December 1941 the greatest disaster in United States history occurred. Truly this was and is, “’A date which will live in infamy.’”(Costello 1), but not for the bombing of Pearl Harbor, rather for the deception and the mis-guidance used by the Government and Franklin D. Roosevelt. In a purely artificial chess game Roosevelt sacrificed over 2400 American Seamen’s lives, thanks to his power as Commander in Chief of the Armed Forces. By over-looking the obvious facts of an attack by Japan on Pearl Harbor, Roosevelt was able to control both the political and economic systems of the United States. Most of American society before the Pearl Harbor bombing believed in the idea of isolationism.
Franklin D. Roosevelt knew this, and knew the only way in which United States countrymen would take arms and fight in Europe’s War was to be an overt action against the United States by a member of the Axis Power. Roosevelt also believed Hitler would not declare war on the United States unless he knew they were beatable. There are numerous accounts of actions by Roosevelt and his top armed forces advisors, which reveal they were not only aware of an attack by Japan, but also they were planning on it, and instigating that attack. On 7 October 1940, Lieutenant Commander Arthur H. McCollum, head of the Far East desk of the Office of Naval Intelligence, wrote the eight-action memo.

FDR provoked the Japanese attack on Pearl Harbor
It has long been suspected that there was advanced knowledge of the Japanese attack on Pearl Harbor that was not properly given to commanders at Pearl Harbor, information that could have prevented the attack or let the American forces be more prepared.
This is a complex situation. There are two primary issues at hand:
1)Was the attack on Pearl Harbor provoked?
2)Did the FDR administration have prior knowledge of an impending attack and fail to warn those stationed at Pearl Harbor?
Whether or not FDR knew about the Japanese plans to attack Pearl Harbor actually misses the larger and more important issue, which is the fact that the Japanese were provoked into attacking America at Pearl Harbor. The majority of Americans, and even service men, were unaware of what was going on behind the scenes, but not all were. FDR had been charged in public with agitating for war since 1939. FDR had to push the Japanese into attacking the United States because the overwhelming majority of Americans opposed getting involved in the war and Japan itself had no intentions of attacking the United States, their interest was Asia. Without FDR's antagonisms towards the Japanese, Congress and the American people never would have allowed FDR to declare war on Japan or Germany; FDR knew this, and he also knew how important it really was that America join in the war against fascism and imperialism.
The most direct evidence of antagonisms toward Japan is the McCollum Memo written October 7th 1940 (declassified in 1994) that was given to FDR as well as the actions that were later taken by the administration.
Of critical importance in this memo is the portion that reads:
9. It is not believed that in the present state of political opinion the United States government is capable of declaring war against Japan without more ado; and it is barely possible that vigorous action on our part might lead the Japanese to modify their attitude. Therefore, the following course of action is suggested:
A. Make an arrangement with Britain for the use of British bases in the Pacific, particularly Singapore.
B. Make an arrangement with Holland for the use of base facilities and acquisition of supplies in the Dutch East Indies.
C. Give all possible aid to the Chinese government of Chiang-Kai-Shek.
D. Send a division of long range heavy cruisers to the Orient, Philippines, or Singapore.
E. Send two divisions of submarines to the Orient.
F. Keep the main strength of the U.S. fleet now in the Pacific in the vicinity of the Hawaiian Islands.
G. Insist that the Dutch refuse to grant Japanese demands for undue economic concessions, particularly oil.
H. Completely embargo all U.S. trade with Japan, in collaboration with a similar embargo imposed by the British Empire.
10. If by these means Japan could be led to commit an overt act of war, so much the better. At all events we must be fully prepared to accept the threat of war.

On November 26, 1941 Secretary of State Hull presented "peace terms" to the Japanese. The terms presented by Hull were such that in order for Japan to agree to them they would have had to withdraw from China, and essentially end all hostilities, something that the administration knew was not going to happen. Hull's oral presentation to the Japanese follows:
"The representatives of the Government of the United States and of the Government of Japan have been carrying on during the past several months informal and exploratory conversations for the purpose of arriving at a settlement if possible of questions relating to the entire Pacific area based upon the principles of peace, law and order and fair dealing among nations.
These principles include the principle of inviolability of territorial integrity and sovereignty of each and all nations; the principle of non-interference in the internal affairs of other countries; the principle of equality, including equality of commercial opportunity and treatment; and the principle of reliance upon international cooperation and conciliation for the prevention and pacific settlement of controversies and for improvement of international conditions by peaceful methods and processes.
It is believed that in our discussions some progress has been made in reference to the general principles which constitute the basis of a peaceful settlement covering the entire Pacific area.
Recently the Japanese Ambassador has stated that the Japanese Government is desirous of continuing the conversations directed toward a comprehensive and peaceful settlement of the Pacific area; that it would be helpful toward creating an atmosphere favorable to the successful outcome of the conversations if a temporary modus vivendi could be agreed upon to be in effect while the conversations looking to peaceful settlement in the Pacific were continuing.
On November 20 the Japanese Ambassador communicated to the Secretary of State proposals in regard to temporary measure to be taken respectively by the Government of Japan and by the Government of the United States, which measures are understood to have been designed to accomplish the purposes above indicated.
The Government of the United States most earnestly desires to contribute to the promotion and maintenance of peace and stability in the Pacific area, and to afford every opportunity for the continuance of discussion with the Japanese Government directed toward working out a broad-gauge program of peace throughout the Pacific area.
The proposals which were presented by the Japanese Ambassador on November 20 contain some features which, in the opinion of this Government, conflict with the fundamental principles which form a part of the general settlement under consideration and to which each Government has declared that it is committed. The Government of the United States believes that the adoption of such proposals would not be likely to contribute to the ultimate objectives of ensuring peace under law, order and justice in the Pacific area, and it suggests that further effort be made to resolve our divergences of view in regard to the practical application of the fundamental principles already mentioned.
With this object in view the Government of the United States offers for the consideration of the Japanese Government a plan of a broad but simple settlement covering the entire Pacific area as one practical exemplification of a program which this Government envisages as something to be worked out during our further conversations.
The plan therein suggested represents an effort to bridge the gap between our draft of June 21, 1941 and the Japanese draft of September 25 by making a new approach to the essential problems underlying a comprehensive Pacific settlement. This plan contains provisions dealing with the practical application of the fundamental principles which we have agreed in our conversations constitute the only sound basis for worthwhile international relations. We hope that in this way progress toward reaching a meeting of minds between our two Governments may be expedited."

This is a complex situation. There are two primary issues at hand:
1)Was the attack on Pearl Harbor provoked?
2)Did the FDR administration have prior knowledge of an impending attack and fail to warn those stationed at Pearl Harbor?
Whether or not FDR knew about the Japanese plans to attack Pearl Harbor actually misses the larger and more important issue, which is the fact that the Japanese were provoked into attacking America at Pearl Harbor. The majority of Americans, and even service men, were unaware of what was going on behind the scenes, but not all were. FDR had been charged in public with agitating for war since 1939. FDR had to push the Japanese into attacking the United States because the overwhelming majority of Americans opposed getting involved in the war and Japan itself had no intentions of attacking the United States, their interest was Asia. Without FDR's antagonisms towards the Japanese, Congress and the American people never would have allowed FDR to declare war on Japan or Germany; FDR knew this, and he also knew how important it really was that America join in the war against fascism and imperialism.
The most direct evidence of antagonisms toward Japan is the McCollum Memo written October 7th 1940 (declassified in 1994) that was given to FDR as well as the actions that were later taken by the administration.
Of critical importance in this memo is the portion that reads:
9. It is not believed that in the present state of political opinion the United States government is capable of declaring war against Japan without more ado; and it is barely possible that vigorous action on our part might lead the Japanese to modify their attitude. Therefore, the following course of action is suggested:
A. Make an arrangement with Britain for the use of British bases in the Pacific, particularly Singapore.
B. Make an arrangement with Holland for the use of base facilities and acquisition of supplies in the Dutch East Indies.
C. Give all possible aid to the Chinese government of Chiang-Kai-Shek.
D. Send a division of long range heavy cruisers to the Orient, Philippines, or Singapore.
E. Send two divisions of submarines to the Orient.
F. Keep the main strength of the U.S. fleet now in the Pacific in the vicinity of the Hawaiian Islands.
G. Insist that the Dutch refuse to grant Japanese demands for undue economic concessions, particularly oil.
H. Completely embargo all U.S. trade with Japan, in collaboration with a similar embargo imposed by the British Empire.
10. If by these means Japan could be led to commit an overt act of war, so much the better. At all events we must be fully prepared to accept the threat of war.

On November 26, 1941 Secretary of State Hull presented "peace terms" to the Japanese. The terms presented by Hull were such that in order for Japan to agree to them they would have had to withdraw from China, and essentially end all hostilities, something that the administration knew was not going to happen. Hull's oral presentation to the Japanese follows:
"The representatives of the Government of the United States and of the Government of Japan have been carrying on during the past several months informal and exploratory conversations for the purpose of arriving at a settlement if possible of questions relating to the entire Pacific area based upon the principles of peace, law and order and fair dealing among nations.
These principles include the principle of inviolability of territorial integrity and sovereignty of each and all nations; the principle of non-interference in the internal affairs of other countries; the principle of equality, including equality of commercial opportunity and treatment; and the principle of reliance upon international cooperation and conciliation for the prevention and pacific settlement of controversies and for improvement of international conditions by peaceful methods and processes.
It is believed that in our discussions some progress has been made in reference to the general principles which constitute the basis of a peaceful settlement covering the entire Pacific area.
Recently the Japanese Ambassador has stated that the Japanese Government is desirous of continuing the conversations directed toward a comprehensive and peaceful settlement of the Pacific area; that it would be helpful toward creating an atmosphere favorable to the successful outcome of the conversations if a temporary modus vivendi could be agreed upon to be in effect while the conversations looking to peaceful settlement in the Pacific were continuing.
On November 20 the Japanese Ambassador communicated to the Secretary of State proposals in regard to temporary measure to be taken respectively by the Government of Japan and by the Government of the United States, which measures are understood to have been designed to accomplish the purposes above indicated.

THE BUSINESS PLOT TO OVERTHROW ROOSEVELT
In the summer of 1933, shortly after Roosevelt's "First 100 Days," America's richest businessmen were in a panic. It was clear that Roosevelt intended to conduct a massive redistribution of wealth from the rich to the poor. Roosevelt had to be stopped at all costs.
The answer was a military coup. It was to be secretly financed and organized by leading officers of the Morgan and Du Pont empires. This included some of America's richest and most famous names of the time:
Irenee Du Pont - Right-wing chemical industrialist and founder of the American Liberty League, the organization assigned to execute the plot.
Grayson Murphy - Director of Goodyear, Bethlehem Steel and a group of J.P. Morgan banks.
William Doyle - Former state commander of the American Legion and a central plotter of the coup.
John Davis - Former Democratic presidential candidate and a senior attorney for J.P. Morgan.
Al Smith - Roosevelt's bitter political foe from New York. Smith was a former governor of New York and a codirector of the American Liberty League.
John J. Raskob - A high-ranking Du Pont officer and a former chairman of the Democratic Party. In later decades, Raskob would become a "Knight of Malta," a Roman Catholic Religious Order with a high percentage of CIA spies, including CIA Directors William Casey, William Colby and John McCone.
Robert Clark - One of Wall Street's richest bankers and stockbrokers.
Gerald MacGuire - Bond salesman for Clark, and a former commander of the Connecticut American Legion. MacGuire was the key recruiter to General Butler.
The plotters attempted to recruit General Smedley Butler to lead the coup. They selected him because he was a war hero who was popular with the troops. The plotters felt his good reputation was important to make the troops feel confident that they were doing the right thing by overthrowing a democratically elected president. However, this was a mistake: Butler was popular with the troops because he identified with them. That is, he was a man of the people, not the elite. When the plotters approached General Butler with their proposal to lead the coup, he pretended to go along with the plan at first, secretly deciding to betray it to Congress at the right moment.
What the businessmen proposed was dramatic: they wanted General Butler to deliver an ultimatum to Roosevelt. Roosevelt would pretend to become sick and incapacitated from his polio, and allow a newly created cabinet officer, a "Secretary of General Affairs," to run things in his stead. The secretary, of course, would be carrying out the orders of Wall Street. If Roosevelt refused, then General Butler would force him out with an army of 500,000 war veterans from the American Legion. But MacGuire assured Butler the cover story would work:
"You know the American people will swallow that. We have got the newspapers. We will start a campaign that the President's health is failing. Everyone can tell that by looking at him, and the dumb American people will fall for it in a second…"
The businessmen also promised that money was no object: Clark told Butler that he would spend half his $60 million fortune to save the other half.
And what type of government would replace Roosevelt's New Deal? MacGuire was perfectly candid to Paul French, a reporter friend of General Butler's:
"We need a fascist government in this country… to save the nation from the communists who want to tear it down and wreck all that we have built in America. The only men who have the patriotism to do it are the soldiers, and Smedley Butler is the ideal leader. He could organize a million men overnight."
Indeed, it turns out that MacGuire travelled to Italy to study Mussolini's fascist state, and came away mightily impressed. He wrote glowing reports back to his boss, Robert Clark, suggesting that they implement the same thing.
If this sounds too fantastic to believe, we should remember that by 1933, the crimes of fascism were still mostly in the future, and its dangers were largely unknown, even to its supporters. But in the early days, many businessmen openly admired Mussolini because he had used a strong hand to deal with labor unions, put out social unrest, and get the economy working again, if only at the point of a gun. Americans today would be appalled to learn of the many famous millionaires back then who initially admired Hitler and Mussolini: Henry Ford, John D. Rockefeller, John and Allen Dulles (who, besides being millionaires, would later become Eisenhower's Secretary of State and CIA Director, respectively), and, of course, everyone on the above list. They disavowed Hitler and Mussolini only after their atrocities grew to indefensible levels.
The plot fell apart when Butler went public. The general revealed the details of the coup before the McCormack-Dickstein Committee, which would later become the notorious House Un-American Activities Committee. (In the 50s, this committee would destroy the lives of hundreds of innocent Americans with its communist witch hunts.) The Committee heard the testimony of Butler and French, but failed to call in any of the coup plotters for questioning, other than MacGuire. In fact, the Committee whitewashed the public version of its final report, deleting the names of powerful businessmen whose reputations they sought to protect. The most likely reason for this response is that Wall Street had undue influence in Congress also. Even more alarming, the elite-controlled media failed to pick up on the story, and even today the incident remains little known. The elite managed to spin the story as nothing more than the rumors and hearsay of Butler and French, even though Butler was a Quaker of unimpeachable honesty and integrity. Butler, appalled by the cover-up, went on national radio to denounce it, but with little success.
Butler was not vindicated until 1967, when journalist John Spivak uncovered the Committee's internal, secret report. It clearly confirmed Butler's story:
In the last few weeks of the committee's life it received evidence showing that certain persons had attempted to establish a fascist organization in this country…
There is no question that these attempts were discussed, were planned and might have been placed in execution if the financial backers deemed it expedient…
MacGuire denied [Butler's] allegations under oath, but your committee was able to verify all the pertinent statements made to General Butler, with the exception of the direct statement suggesting the creation of the organization. This, however, was corroborated in the correspondence of MacGuire with his principle, Robert Sterling Clark, of New York City, while MacGuire was abroad studying the various form of veterans' organizations of Fascist character.
Needless to say, the survival of America's democracy is not an automatic or sure thing. Americans need to remain vigilant against all enemies... both foreign and domestic.
